The Federal Reserve Bank of Philadelphia is one of the 12 regional Reserve Banks that, together with the Board of Governors in Washington, D.C., make up the Federal Reserve System. It helps formulate and implement monetary policy, supervises banks and bank and savings and loan holding companies, and provides financial services to depository institutions and the federal government. The Federal Reserve Bank of Philadelphia serves eastern and central Pennsylvania, southern New Jersey, and Delaware.

You will Develops the IT Services budget input for the departments technical resources such as data systems support, data communications, and data processing. Mange onitors and controls complex computer system chargeback data received from National IT, ensuring National IT costs are appropriate for the Bank and charged to appropriate Bank activities. Develops and coordinates financial procedures to provide the basis for financial decisions by department senior management relative to the departments budgets, expenses, and charges from National IT. Performs other duties such as functional supervision, training, and providing senior level guidance to others.

You will report to the ITS Manager of Strategic Planning and Program Management

What you Will Do:

Develop department expense and capital budgets by conducting planning sessions with IT Services middle and top management on budget preparation following established policies and procedures. Develop monthly and quarterly expense and capital monitoring documentation. Interpret, implement, and recommend cost accounting rules related to Information Technology. Determine and recommend methods on achieving budget goals by analyzing and monitoring budgets and expenditures to cut costs.

Develop complex chargeback data and updates appropriate National IT databases; monitor the flow of charges to the Bank and ensures that National IT charges to the Bank are accurate and that charges to Bank activities are correct.

Coordinate software and hardware purchases and serves as contact for contracts, surveys, and chargebacks.

Assist senior department management in making financial decisions by developing analytical programs using Excel.

Participate in the accomplishment of departmental and Bank-wide quality programs by being a department coordinator, team leader, or team member.

Fulfill job responsibilities in conformance with sound safety practices. Performs other related duties as assigned.

Scope Measurements:

  • IT Services direct expense budget - $20 million
  • National IT chargeback - $11 million
  • IT Services capital budget - $1 million

Education and Experience:

  • Bachelors degree in accounting or another business field of study.
  • Minimum 5 years experience with computer systems chargeback methodologies.

Knowledge:

  • In-depth knowledge of Excel programming.
  • Understand, analyze, and resolve complex financial concepts and problems as related to computer systems chargeback methodologies.
  • Develop complex financial procedures.
  • Communicate with all levels of departmental and Bank management.

Other: Hybrid work is the default, though fulltime remote working is possible.
