**Job Description Summary**
The Regional Engineering Leader has overall responsibility for regional engineering offices performance and operation. He / She implements the missions entrusted to the engineering offices by the Region, and the Engineering policies defined by GSI Project Engineering Leader and Grid Solutions.
He / She ensures leadership, skills development, career path definition for individual engineers growth and motivation of the teams, manages engineering workload plan of the region, allocates keys resources on the projects including building key partnerships with external engineering offices, defines with Operations make or buy strategy for engineering activities. He / She aligns processes and tools spanning ITO and OTR phases with GSI Project Engineering policies
**Job Description**
**Key missions of the Regional Engineering Leader:**
**Engineering strategy**
Involve the project engineering function at ITO phase and make it accountable for engineering budget and technical solution proposed through the TVR and design review.
Lead the simplification and standardization of the engineering function in the region
Align the Make or Buy strategy for engineering activities within the region and define the needs with the discipline Owners
Identify key partnerships with external engineering offices to support with team skills gaps and capacity challenges to ensure clear plans in place to deliver the technical content incorporating safety by design, for on time delivery with good quality.
Define with discipline owners competency requirement per activity considering commercial pipeline forecast and target markets for future growth to ensure we have or build the skills needed to access those business opportunities.
**Management of engineering offices**
Nominate discipline owners with support of Operations
Nominate the key people on project execution with support of discipline owners
Responsible for the engineering offices budget definition and adherence (investments, overheads, other costs) with support of regional offices financial controller
Consolidate engineering workloads and manage resource constraints
Consolidate skills assessment and perform with discipline owners competence gap analysis on a regular basis and propose action plan to fill the gap, as per Grid Solutions engineering process.
Define required recruitment plans per discipline
**Engineering process and tools**
Ensure through discipline owners consistent process application and tools usage across the region
Deploy GSI engineering tools and process, including KPI used to measure engineering performance and effectiveness.
Secure with the support of IT function and key users the adequacy between Engineering tools and IT infrastructure
Ensure knowledge capitalization through ROE, toward sales, tendering team and Project Engineering
**People management, Training & Development**
Lead and manage regions engineering teams, and more specifically the Disciple Owners to ensure performance standards, annual objectives, policies and procedures are met and to give coherent objectives across all engineering categories
Organize and animate engineering community in the region with regular communication
Champion and animate engineering community knowledge sharing per discipline between regions and business lines.
Ensure the teams have the right level of know-how and competency to perform their responsibilities through coaching and development
Regularly manage and review performance of lead team according to GE practices.
Champion the Technical Expert Program and other associated initiatives that allow clear career path and development opportunities for the engineering community.
**Quality & Lean**
Comply with Quality Procedures, work instructions and Processes at Grid solutions level and Project Engineering function
Report or resolve any non-conformances to process in a timely manner
Identify areas of opportunity for standardization / optimization and nominate a team to undertake a Kaizen or similar lean event to implement any identified improvements
Support the launch of PSRs to understand when a KPI or process is veering off course and use the data to evaluate the situation and take appropriate mitigation steps.
**Environment, Health and Safety (including Safety by Design).**
Drive engineering EHS through Safety by design including Hazid / Hazop Review,
Encourage collaboration with the EHS team for engineering contribution to environmental sustainability.
Lead the Implementation of design freeze / design solidity through rigorous design and gate review process
Demonstrate EHS leadership to ensure Zero Deviation Plan is implemented within the team
Takes responsibility to reward and encourage direct reports to take proactive steps toward all matters related to EHS in the workplace.
Identifies and evaluate EHS risks in own area and implements practical measures in proactive partnership with local EHS team.
Participates in hierarchical/ team safety visits and leads EHS improvement initiatives
Sets objectives and measures results to encourages EHS performance as a contributing factor to reach business objectives
Sets the example by demonstrating the proper acts and actively observes work conditions and behaviours, giving constructive feedback and celebrating EHS effective prevention.
Actively participates in defining corrective actions when work is unsafe or when an uncontrolled risk is observed.
Routinely observes routines and behaviours of others and provides immediate feedback regarding unsafe behaviour and celebrates achievements or safe behaviours.
Actively and routinely promotes the identification of hazards and near misses to their team/s
**Performance Measurement**
Evidence of monthly workload plan engineering offices
At least a yearly engineering process review
Attends some gate reviews with execution team to assess review effectiveness
Attend some tender technical validation meetings to bring Return of Experience on past projects and ensure effective involvement of Engineering at ITO phase
KPI in place, some consolidation done region level with analysis and associated improvement plan
Budget followed on regular basis (as per finance requirement), anticipation and analysis of potential Budget deviation (Increase or decrease)
Evidence of regular engineering team information/exchange meeting
Development of key talents, in both leadership and technical depth, & Yearly skills improvement plan
Safety leadership and performance
Zero safety deviations, no safety non-conformances
**Desired Profile & Experience**
10+ years of Engineering activities in EPC type environment in T&D, Power Gen or Oil &Gas industry
Mastering of some engineering processes such as: Civil work, Plant configuration, control & protection hardware, System & performance studies or Electrical design
Successful experience in management of engineering teams
Strong influencing and relationship building skills
Knowledge of project execution risks and financial processes
Willingness to work in different locations for short or medium period and to travel in the region as required.
Demonstrated presentation skills and ability to succinctly communicate complex messages
Demonstrated ability to lead in an unstructured environment and deliver results
Demonstrates ownership, accountability, exercises sound judgment when decision making, influences and inspires the team, creates a vision and strategy, and has passion for the role
Global experience and mindset including high technical cultural competence and sensitivity
