The Department of Electrical & Computer Engineering has an outstanding opportunity for an Administrator to join their team.

Position Purpose:
The Administrator for the Department of Electrical and Computer Engineering, in the College of Engineering, is responsible for managing the administrative and operational business of the department. Reporting directly to the department chair, with oversight provided by the College of Engineering Deans Office, the Administrator serves as the business manager and senior administrative support representative for the department, providing leadership and management for the departments fiscal, human resources, and operational responsibilities. The responsibilities include expenditure and revenue forecasting, evaluating department operational needs, and hiring staff. The Administrator is the chief liaison between the Chair, faculty, staff and students of the Department and other campus and non-campus offices. The administrator is responsible for ensuring the department is in compliance with federal, state, local, and university rules and regulations. As the Administrator in the Department of Electrical and Computer Engineering, this individual will be looked to for increasing diversity and inclusion and for fostering excellence. The Administrator plays an important role in building interdisciplinary collaborations that inspire innovation.

Position Complexities:
This position interacts with the Chair, faculty, staff, and students within the Department of Electrical and Computer Engineering. As the primary liaison to administrative offices, the Administrator must have skills to contribute to a professional, collaborative, service-oriented, responsive and positive work environment. The incumbent is expected to build strong working relationships among various individuals (i.e. faculty, staff, students, donors, alumni, visitors, etc.). To enable collaboration across the institution, the incumbent will build strong working relations, effective communications and partnerships throughout the College of Engineering and with non-UW agencies.  Due to the complexities of interacting with these varied groups, this position must be aware of the governing rules, policies, and regulations of the University.  Further, the Administrator advises, supports and counsels the Chair with accurate knowledge of organizational and institutional policies and procedures (internal or external) and with the development, interpretation and implementation of departmental policies, procedures and operations.  The incumbent also advises administrative staff and faculty of the University policies and procedures.

Position Dimensions and Impact to the University:
The Administrator works in partnership with the Chair in meeting the goals of the department. In addition to the administrative, fiscal, facilities, and management aspects of this appointment, this position requires the ability to problem solve with timely responses, initiate and implement changes in the department, exercise independent judgment and decision-making authority, and maintain confidentiality.  As the leading staff member, the Administrator has a substantial impact on the operations, growth, and success of the department, with a subsequent impact on the College of Engineering and the University.


DUTIES AND RESPONSIBILITIES

Strategic and Business Planning, Administration (50%)
  • Provide administrative leadership for the department.  Serve as a resource for all ECE faculty and staff.
  • Provide decision support to the Chair and Associate Chairs in developing plans for ECE growth, including but not limited to evaluation and forecasting the impact of current and future legislative funding, evaluation of staffing requirements, funding requirements and options for faculty and partner hiring, etc.
  • Oversee and prepare reports for the Chair and others regarding the department.  Contribute to and review drafts for the Legislature on proviso funding.  Translate complex financial data into general summaries.
  • Develop fiscal and administrative plans and policies to accommodate the department's growth.
  • Control and monitor administrative services assuring compliance with federal, state, local and University rules and regulations.
  • Serve as a resource for the directors, faculty and staff of the Institute for the Foundations of Data Science and several other large centers.
  • Serve on University and College committees.
  • Participate in strategic planning, analyze and provide data for planning purposes. Prepare and/or coordinate business analyses, proposals and implementation plans for new programs, analyses of changes to existing programs. Planning for the recruitment and phasing in of new/replacement faculty, etc.
  • Pro-actively seek our issues before they become problems of significance. The Administrator is expected to navigate between big-picture, strategic issues along with more tactical and procedural issues.

    Financial Management (25%)
  • Supervise the fiscal management of financial resources - directly manages state, recharge, self-sustaining, endowment and gift budgets plus substantial reserve funds.   Exercise independent judgment on the allocation and use of these funds.  Responsible for independently budgeting, accounting and reporting to maximize efficient use of funding.
  • Interpret and monitor compliance with institutional polices and applicable laws and regulations of the federal government, state, or other research project sponsors. Demonstrate a high level of expertise in developing and maintaining processes that ensure compliance within the department, minimizing risk and non-compliance.
  • Develop fiscal and administrative plans and policies to accommodate the department's growth. Establish financial management policies, coordinated and/or provide regular financial reporting to the Chair, faculty (PIs), and Deans Office.
  • Provide strong leadership and supervision for the finance team responsible for the day-to-day operations.
  • Manage audits by internal and external agencies, implement recommendations and provide follow-up reports as needed.
  • Continually improve and oversee ECEs financial tracking, accounting and reporting systems.

    Personnel and Leadership (25%)
  • Serve as a strategic resource to supervisory staff and participate in complex hiring and personnel issues involving research staff and administrative staff. Partner with Deans Office HR on disciplinary actions for professional and classified staff.
  • Manage the planning and funding of new staff positions.
  • Oversee payroll and maintenance of leave records.  Serve as a strategic resource and provide guidance for complex payroll issues.
  • Oversee the hiring of all professional and classified staffing for labs, centers and offices in the department.  Initiate, review and recommend personnel actions including promotions, salary increases, employee performance evaluations and staff training for professional and classified staff.
  • Supervise, coach and mentor staff in the areas of finance, technology, facilities, safety, grant management, Event Management and marketing & communications.


    MINIMUM REQUIREMENTS
  • Bachelors Degree in Business Administration, Public Administration, or related field.
  • Five years of work experience.

    Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.

    ADDITIONAL REQUIREMENTS
  • Management-level administrative experience, preferably in a research institution environment or academic center.
  • Demonstrated competence in financial operations, human resources, business planning, financial analysis, and/or strategic planning.
  • Supervisory and office management experience.  Demonstrated experience working with large, highly structured personnel systems.
  • Proven leadership, communication, team building and problem-solving skills.
  • Demonstrated ability to effectively address complex and sensitive administrative issues.
  • Manage competing projects and multiple deadlines and priorities.
  • Display initiative, anticipate problems, make recommendations for appropriate response and take action.
  • Work both independently, cooperatively and respectfully with faculty, staff, students, managers, supervisors, and academic peers and partners.
  • Effectively supervise, coach and mentor staff.
  • Make reasonable judgements in complex organizational environment.
  • Communicate effectively and exercise diplomatic and professional interpersonal skills.
  • Build and maintain relationships with faculty, staff, students and academic partners; modeling and mentoring  professional interactions.
  • Handle confidential information responsibly.
  • Maintain and use tracking and monitoring systems.
  • Experience with Microsoft Word and Excel software as well as an understanding of budgeting processes which include payroll, purchasing, accounting and administrative systems.

    DESIRED QUALIFICATIONS
  • Experience working in an academic unit, college of engineering, research institute, or university setting.
  • Experience in performing sophisticated financial analyses and projections using software tools.
  • Functional understanding of research grant administration.
  • Experience with UW Professional Masters Program (PMP) and Continuing Education Programs.
  • Experience with University of Washington academic policies and procedures, as well as budget, payroll/human resources, purchasing, and accounting systems (Workday, UW Hires, SAGE, ASTRA, etc.). Experience with state, federal and agency standards and regulations.
