The Role of Chief Compliance & Ethics Officer:
The Federal Reserve Bank of New York seeks a proven executive to serve as the Banks Chief Compliance & Ethics Officer (CCO) who will work collaboratively to set the strategic direction for the Compliance and Ethics Function within the Legal Group, reporting to the Banks General Counsel.
The CCO will lead an approximately forty-person organization with functions including Anti-Money Laundering, Core Compliance, Ethics, Data Privacy and Records. The CCO will be responsible for the Banks complex and evolving compliance program, processes, and standards and for helping to set the Bank's and Group's compliance objectives. This role will also provide advisory services and promote governance and oversight principles that maintain compliance with various laws, regulations, rules and policies.
The CCO should have a proven record of operational leadership, delivering desired results at a consistently high standard of resiliency, performance and engagement. The person should be capable of inspiring, supporting and developing a team that is agile and responsive to change, with the skills to manage and achieve desired results in a highly dynamic environment while maintaining the highest standards of excellence despite the rapid pace of technological and regulatory change.
The CCO will be expected to collaborate proactively with colleagues and be able to drive change by informing, influencing, and inspiring others through their passion and commitment to the mission of the Bank. It is critical for the person to embody a spirit of inclusion and engagement that will foster a cohesive and collaborative team environment. The CCO will be expected to work collaboratively with peers and stakeholders across the System and foster a shared accountability for achieving desired outcomes. Additionally, the CCO is expected to interact with compliance leaders from other Central Banks to share and collaborate on successful structures and processes.
What we are looking for in a candidate:
Deep experience in regulatory compliance, regulatory affairs, risk management or other similar role with a financial institution focusing on compliance with state and federal laws and regulations related to financial services.
Must understand three lines of defense control structure and related implementation challenges.
Proven experience leading/transforming a strong Compliance team and successfully managing and developing people.
Extensive experience leading Compliance, AML and ethics functions.
Demonstrated ability to work efficiently and independently, prioritize workflow, meet demanding deadlines, conduct/manage internal investigations and manage multi-faceted projects in a fast-moving environment.
Experience in the development/deployment of a company-wide compliance program, including all of its elementspolicy framework, Compliance operations, risk-control matrices and dashboards, training & awareness, monitoring, investigations, communications and Compliance culture/leadership.
Strong business acumen with a proven ability to evaluate the costs, risks and benefits associated with alternative actions before making decisions.
Excellent change management skills, including advocating, anticipating and orchestrating change. Able to foster a team culture that enables staff to achieve results in a changing environment.
Proven ability to successfully lead work streams that require sustained cooperation and coordination between and among internal departments and external vendors.
The ability to express technical information clearly and concisely in both oral and written form that is understood by the intended audience.
Partner with colleagues within the Bank and throughout the Federal Reserve System as well as with external stakeholders to identify and address business needs, using influence and empathy to build relationships by earning trust and confidence.
Provide the highest quality service and execution of operational responsibilities and ensure that all governance and control requirements are achieved to the highest standards.
Ensures best practice policies, processes, and sound procedures are employed as part of an integrated compliance program.
Provides direction and oversight of Bank-wide risk identification, assessment and risk response.
Salary Range: $325000 - $355000

This position requires possession of or the ability to obtain and maintain national security clearance, which requires U.S. citizenship.
